Important announcement on New Generation Cash Register (‘NGCR’) Legislation (March 2018)

The Tax Revenue Administration published an announcement on 6.3.2018 entitled "Announcement relating to Sales Application Software used in the Sale of Retail Goods and Services, the Obligation to use in Connection with Cash Register Devices for Orders and External Systems". The text of the Tax Revenue Administration’s announcement that can be accessed at the 'Announcements on NGCR applications' section of its https://ynokc.gib.gov.tr/ website, is given below:

"Announcement relating to Sales Application Software used in the Sale of Retail Goods and Services, the Obligation to use in Connection with Cash Register Devices for Orders and External Systems

General Communique of the Tax Procedural Code Nr. 483 published in the Official Gazette dated 30.09.2017 and numbered 30196, "Operating principles of external hardware and software related to New Generation Cash Registers” Article 8 states that sales application software used in the sale of retail goods and services and the computer on which this takes place, etc. (including mobile hand-held terminals used to take orders and devices that display order information and produce vouchers or documents that do not have fiscal value), whether of an older generation or new generation, must link with Cash Register devices as of 1/4/2018 (sales performed using application software or external hardware in order to ensure that each sale or order transaction is converted into a receipt with fiscal value in the Cash Register).

In order to meet this obligation, those tax liable parties who use external sales software or hardware to carry out retail sales of goods and services must ensure that these soft and hardware systems work in tandem with Cash Registers by applying to the software and Cash Register companies service departments and make sure that the integration process is carried out by the service departments of the authorised Cash Register device companies before the date of 1/4/2018."

Why should you integrate Nebim V3 POS with the New Generation Cash Register (‘NGCR’)?

If you are using a NGCR, you must ensure that your sales and orders are converted into receipts which have fiscal value in your NGCR as set out in General Communique on Tax Procedural Code Nr. 483.

Nebim V3 POS can be operated via a cable connection in accordance with the legislation using the GMP-3 protocol, on NGCR models to which it is integrated. This integration provides other benefits as well as compliance with legislation.

  • Work in accordance with NGCR legislation:

    • In order to be able to issue the information receipts described in the NGCR Information Receipts Technical User Manual, send customer information, order details, advance payment and invoice information and the numbered statement of current accounts based on installments already paid to retail companies which sell on installments, from Nebim V3 POS to the NGCR,
    • Re-capture information on receipts printed by NGCR to Nebim V3 POS.
  • Prevent cashier errors: Avoid cashier errors by ensuring that your cashiers use the Nebim V3 POS program to select the correct credit card, number of credit card installments and points during payment.
  • Reconcile POS revenues with banks: Ensure that POS revenue reconciliations with banks are completed in an error-free manner based on data received from NGCRs integrated with Nebim V3 POS.
  • Work with sales receipts or invoices as needed:
    • One alternative is to print an “integrated NGCR sales receipt, which includes the bank receipt” on the NGCR during a sale via the Nebim V3 POS program,
    • Another alternative is to create an invoice on the Nebim V3 POS program (printed or electronic) then print an “information receipt” on the NGCR as required by the legislation.
  • Use the functionally richest POS program: Continue to benefit from all of Nebim V3's campaign and CRM capabilities as you switch to using NGCR.

Nebim V3 POS sales and Internal Revenue Office approved receipt printing via New Generation Cash Register (‘NGCR’)

  • The cashier carries out product scanning, customer selection, pricing, campaign implementation, and other types of sales operations using the Nebim V3 POS program in tandem with the NGCR.
  • A financial approved receipt and, if the payment was made with a credit card, then an "integrated receipt” which includes the credit card receipt, can be printed.
  • The NGCR receipt information is transferred to Nebim V3 POS (cash register serial number, cash register Z number, document date, document number and payment method).
  • Then, based on this data obtained from NGCR integrated to Nebim V3 POS, reconciliations of POS revenues with banks can be made in the headquarters free of errors.

Printing of invoices via Nebim V3 POS and of information receipts via New Generation Cash Register (‘NGCR’)

  • The cashier carries out product scanning, customer selection, pricing, campaign implementation, and other types of sales operations using the Nebim V3 POS program in tandem with the NGCR.
  • A printed invoice information receipt is printed out from the NGCR.
  • The NGCR receipt information is transferred to Nebim V3 POS (cash register serial number, cash register Z number, document date, document number and payment method).
  • An invoice breakdown is produced from the Nebim V3 POS on a printed form by means of the transferred information and this is given to the customer along with the information receipt printed from NGCR.
  • Then, based on this data obtained from NGCR integrated to Nebim V3 POS, reconciliations of POS revenues with banks can be made in the headquarters free of errors.

Printing e-Invoices / e-Archive invoices via Nebim V3 POS and information receipts via New Generation Cash Register (‘NGCR’)

If you are subject to e-Invoice and/or e-Archive invoice applications, you can edit the e-Invoice and/or e-Archive invoice together with the NGCR using the Nebim V3 POS program in your stores and print the information receipt required by law from the NGCR.

  • The cashier carries out product scanning, customer selection, pricing, campaign implementation, and other types of sales operations using the Nebim V3 POS program in connection with the NGCR.
  • A detailed product information receipt is printed from the NGCR.
  • The NGCR receipt information is transferred to the Nebim V3 POS (cash register serial number, cash register Z number, document date, document number and payment method).
  • E-Archive invoice information is sent from Nebim V3 POS to the special integrator.
  • The e-Archive invoice sent to the special integrator is printed on plain paper in the printer.
  • Along with the e-Archive invoice produced, the information receipt which lists product details and is marked with the phrase “this replaces the delivery note” are handed over to the customer.
  • The e-Archive invoice signed by special integrator under fiscal seal is sent to Nebim V3 POS.
  • Then, based on this data obtained from NGCR integrated to Nebim V3 POS, reconciliations of POS revenues with banks can be made in the headquarters free of errors.

Printing advance payment information receipts via the New Generation Cash Register (‘NGCR’) for advances received in respect of product reservation operations and/or orders received via Nebim V3 POS

  • The cashier carries out the product scan, customer selection, pricing, campaign application operations when placing the advance sales order, product reservation or installment sales order using the Nebim V3 POS program.
  • In connection with the relevant order registration, Nebim V3 POS program allows the customer to use any payment means (cash, credit card, etc.) and when payment is received, the order information is sent from Nebim V3 POS to the NGCR.
  • An advance payment information receipt is printed from the NGCR.
  • The NGCR receipt information is transferred to the Nebim V3 POS (cash register serial number, cash register Z number, document date, document number and payment method).
  • When the individual order is later converted to an invoice, the info about the advance payment information receipts associated with the invoice, is stored in Nebim V3 as specified in the NGCR technical manuals and is included in the issued invoice.
  • Then, based on this data obtained from NGCR integrated to Nebim V3 POS, reconciliations of POS revenues with banks can be made in the headquarters free of errors.

Printing of current account information receipts via the New Generation Cash Register (‘NGCR’) in respect of installment payments arising from Installment Sales on Nebim V3 POS

  • An installment sales order or an installment sales invoice is issued via the Nebim V3 POS program connected to the NGCR.
  • Installments comprising installment sales orders or installment sales invoices are stored in Nebim V3 together with due date information.
  • When the customer comes to the store and wants to make an installment payment, the installments corresponding to the amount he will pay are settled in the Nebim V3 POS program.
  • In Nebim V3, a current account statement number is created reflecting paid installments to be sent to NGCR as specified in the NGCR technical manuals.
  • Customer information (customer's account code, first name, last name, title, Tax ID number or ID number) and the date and number of the current statement of account created by Nebim V3 are sent to NGCR from the Nebim V3 POS program.
  • A current account collection information receipt is printed from the NGCR.
  • The NGCR receipt information is transferred to the Nebim V3 POS (cash register serial number, cash register Z number, document date, document number and payment method).
  • Then, based on this data obtained from NGCR integrated to Nebim V3 POS, reconciliations of POS revenues with banks can be made in the headquarters free of errors.
