With Nebim V3 ERP - General Accounting application, you can create accounting receipts with the standards set by the Revenue Administration, and you can assign document numbers and line serial numbers. With Nebim V3 e-Ledger, an application that has received the software compatibility approval of the Revenue Administration, you can create e-Ledgers and ledger certificates, you can secure the receipts for which a ledger certificate has been prepared and protect them from any further change, you can reenter and view the certificates that have received an approval by the Revenue Administration.

Creating Accounting Receipt Registry with Nebim V3 ERP According to the General Communiqué on e-Ledger

Nebim V3 General Accounting application allows you to fill the fields of accounting receipt registers, which are obligatory according to the format and principles published in the General Communiqué on e-Ledger, in a controlled manner. E-Ledger data is then prepared according to this data.

Creating Payment Receipts

Nebim V3 ERP - Accounting Receipt Transactions - Accounting Receipt Registration program is used to create payment receipts.

The receipt type is selected from the Receipt Headline section: Collection, Payment, Settlement, Reflection, Opening Receipt, Closing Receipt, etc.

Entering the Lines of Accounting Receipts

The receipt type is selected in the Receipt Title section and the related accounts are called in the lines. The accounting receipt is created by entering the necessary information. In case the registry that forms the basis of the payment article is based on a document, the “Document Type” field must be selected. For entering receipts such as opening and closing transactions, where no document is provided, the option “Not Based on a Document” shall be selected.

If a document type that is based on a recorded document has been selected, the “Date of the Document” and the “Number of the Document” must be entered.

In case the transaction that forms the basis of the payment article is based on a payment, the “Payment Method” field must be completed. If there is no payment, this field may remain empty. If the debt and the amount receivable within the payment article are not equal based on Document Type, Document Number, Document Date and Payment Method, the receipt shall not be recorded.

Creating Payment Receipt Numbers and Line Serial Numbers with Nebim V3 ERP

In Nebim V3 ERP e-Ledger transactions menu, select Assign Payment Numbers and e-Ledger Numbers for Receipts and:

  • Create Document Numbers for Accounting Receipts
  • Create Serial Numbers for Accounting Receipt Lines

The program gives document numbers to recorded receipts within the selected months and years and checks at the same time the following:

  • Has an e-Ledger been created for the previous month?
  • Has the e-Ledger for the selected monthly period already been declared?
  • Are there any errors regarding serial numbers or debts and amounts receivable in the receipts?

In case no errors are detected during the controls, document article numbers are assigned to the receipts within the selected months and years.

By entering the program user group, user name and password information, you enter the Nebim V3 e-Ledger program from the server of Nebim V3 ERP accounting registry. The application screen opens.


In Parameters, the following needs to be entered: the information pertaining to the enterprise for which the e-Ledger is going to be prepared, the information regarding the independent accountant/independent accountant financial advisor/certified public accountant, financial period, and the index where the ledger files are to be archived.

e-Signature Settings enable you to enter the smart card and certification information necessary for the e-Signature.

Time Stamp Settings let you define the address and passwords where the time stamp is to be obtained.

In the Create Data section, a connection is established to the server where the Accounting registers of Nebim V3 ERP are kept, “Ledger Data” is brought into compliance with e-Ledger scheme registers and entered into e-Ledger tables. The correctness of the created data is checked. In case there is an error, the registers with errors are listed and the data is asked to be created one more time. In case there are no errors, the transaction is concluded with the message that the data has been created correctly and verified. In this manner, the Grand Ledger and Payment Ledger data has been created and the user gets a list of their end total.

After the data has been created, a data report is shown on the screen. There is a summary report for both the grand ledger and the payment ledger.

In the section Create Ledger, an appropriate index is created by adding Tax Number/Ledger Year/Ledger Month to the Registry Path previously stated in the parameters. Afterwards, e-Ledger XML files (Payment Ledger and Grand Ledger) are created from the previously produced and controlled data; and are sealed.

Create Pro-Rata Ledger is used when the Auditor demands a ledger for the current month before the month is finished. In this section, one selects the day of the given month and the payment number so that the ledger is created up to that point.

When a pro-rata ledger is created, the month is not closed. The user gets a warning related to this.

Create Ledger Certificate creates certificates for the previously created e-Ledger XML files (Payment Ledger and Grand Ledger). These files undergo a check regarding scheme and schematron. The certificate files are created in the registration path specified in the parameters, in the index named Tax Number / Ledger Year / Ledger Month / Created Certificate.

The option Use Time Stamp is used when there is no connection to the website for declaring the Ledger Certificates to the portal of the Revenue Administration.

In the section Accept the Approved Certificate, the files are selected which have been uploaded to the portal of the Revenue Administration and sealed by the Revenue Administration; then these files are compared to the sent certificate files in the archive. In case the file is not empty and no error is encountered, it is archived in the registration path specified in the parameters, in the index named Tax Number / Ledger Year / Ledger Month / Approved Certificate.

The Document Viewer lets you view the created Grand Ledger, Payment Ledger, and the Certificate Files approved by the Revenue Administration and downloaded.

Stamp Tax Declaration: Nebim V3 gives you the capability of filing monthly stamp tax returns.

Form BA, Form BS: Nebim V3 ensures you are able to issue monthly Form BA and Form BS.

VAT Declaration:Nebim V3 allows you to issue monthly VAT returns.

Summary Declaration:Nebim V3 makes it easy for you to issue monthly Summary Filings.

Summary Withholding and Premium Declaration (Forms 1003A and 1003B):The necessary files are created for these returns as follows: for the 1003B filing only salary related information is issued whereas for the 1003A filing, the file can be created and issued without providing salary information.

Input VAT:Nebim V3 generates an ‘input VAT’ list and can prepare data on input VAT by matching sales with the purchase order of each sold product.
